After ten days have elapsed after notice has been served upon the owner, then the Public Works Department or a town-authorized agent or representative may enter upon any such lands and abate the nuisance by cutting and removing such weeds or other rank vegetation or solid waste, and the cost of doing so shall become a lien upon the property affected, and may be recovered by the town through judgment proceedings. Persons desiring to contest the abatement order may request a hearing by filing a written request with the Public Works Director prior to the time specified for abatement.
