The council shall be the chief administrative body of the City. Its administrative powers may be enforced by an Administrative Code enacted in the form of an ordinance, or Administrative Chapter in an ordinance codification. The City Administrator shall be bound by any such legislation, but the council may delegate administrative authority to him without such administrative legislation.
