Sec. 4.06. Canvass of elections.
   The council shall meet and canvass the election returns within five days after any regular or special election, make full declaration of the results as soon as possible, and file a statement thereof with the City Administrator. Such statement shall include the following: (a) the total number of ballots cast; (b) the total number of good ballots cast; (c) the total number of spoiled or defective ballots cast; (d) the vote for each candidate with an indication of those who were elected; (e) the votes on any question submitted, if any; (f) a true copy of the ballots used; (g) the names of the judges and clerks of the election; and (h) such other information as may seem pertinent. All successful candidates shall forthwith be notified in writing by the City Administrator of their election.
