The enacting clause of all ordinances shall be in the words, THE CITY OF JACKSON ORDAINS. Every ordinance shall be in writing. No ordinance, except an emergency ordinance, shall be adopted at the meeting at which it is introduced. All ordinances, except emergency ordinances, shall be introduced and adopted at two different regular meetings of the council.
