Sec. 3.04. Ordinances, resolutions, and motions.
   Except as in this charter otherwise provided all legislation shall be by ordinance. The aye and no votes on ordinances, resolutions, and motions shall be recorded unless the vote is unanimous. An affirmative vote of a majority of the aldermen shall be required for the adoption of all ordinances and resolutions, except as otherwise provided in this charter. The council may by ordinance provide that payment of liabilities, making and assessing of local improvements, issuance of bonds, and other matters relating to a specific municipal act and not of general application, be accomplished by resolution. Matters of general business administration may be accomplished by motion.
