The council by ordinance may, and in the event of the adoption of an ordinance code in the administrative portion thereof shall, fix their own salaries as members of the governing body of the City and its chief elected executive officer, in such amount as they deem reasonable. Provided, however, that no change in salary shall take effect until the next succeeding City election.
