No member of the council may hold any paid municipal office or employment for the City other than that to which he was elected, and until one year after the expiration of his term as mayor alderman. No former member of the council shall be appointed until one year after the expiration of the term for which he was elected to any paid appointive office or employment under the City which office or employment was created, or the emoluments of which were increased during his term.
