Sec. 2.02. Boards, committees and commissions.
   The council may establish, regulate and abolish such committees from within its membership, and for such purposes, as it shall deem necessary or desirable. The council may establish, regulate and abolish administrative boards to manage activities and funds relating to parks and recreation, hospital, utilities, airport and library. The council may establish, regulate and abolish such advisory boards and commissions to advise the council with respect to any municipal function or activity (including those for which it may establish administrative boards), to investigate any subject of interest to the City, or to perform quasijudicial functions. If the purpose for which such board or commission is established is to continue beyond the period during which the initial membership thereof would be expected to serve, then establishment shall be by ordinance, otherwise it may be by resolution.
