§ 32.36 BOARD OF PARKS AND RECREATION.
   (A)   An administrative Board of Parks and Recreation composed of 7 members is established for the management and operation of the public parks and recreational facilities and activities under the general supervision of the Council.
   (B)   The duties of the Board of Parks and Recreation are as follows.
      (1)   Rules and regulations. To establish written rules and regulations for the use, management and operation of the public parks and recreational facilities, the same to be approved by action of the Council before they are placed in effect.
      (2)   Operation. To manage, administer and improve the public parks and recreational facilities within established rules and regulations and account to the Council for all receipts and disbursements; provided, that limitations on purchases of supplies shall fully apply to the Board of Parks and Recreation and all contracts must be let by the Council.
      (3)   Meetings. To hold monthly meetings at a time regularly established and approved by the Council and to hold such special meetings as necessary for the conduct of its business.
      (4)   Required reports. To report to the Council on or before the second regular Council meeting day in each month submitting a true copy of all minutes, financial transactions, and appropriate requests or other reports.
