§ 32.23 BUILDING DEPARTMENT.
   (A)   Established. A Building Department is established.
   (B)   Building Inspector and other personnel. The Building Department shall be under the supervision of the Building Inspector (Administrative Authority) designated or appointed by the Council to carry out the duties and responsibilities delegated to him or her in Chapter 150 and to enforce the provisions of the Minnesota State Building Code (SBC). For such purpose he shall have the power of a police officer. The Council may appoint such other officers, inspectors and assistants and such other employees as may be necessary from time to time. Certain of the employees may be designated Deputy Building Inspectors for the purpose of carrying out the functions of the Building Department and with the same powers and authority as the Building Inspector.
   (C)   Reports and records. The Building Inspector shall submit a report to the Council not less than once a year covering the work of the Department during the preceding period. He shall incorporate in such report a summary of his recommendations as to desirable amendments to the SBC and Chapter 150 of this code. The Building Inspector shall keep a permanent, accurate account of all fees and other monies collected or received by the Department, the names of the persons upon whose account the same were paid, the date and amount thereof, together with the location of the building or premises to which they relate.
