§ 32.22 DEPARTMENT OF PUBLIC WORKS.
   A Department of Public Works is created. The head of this Department shall be the Superintendent of Public Works who may hold another municipal position such as City Engineer or City Administrator. The Superintendent shall have, under the general management and control of the Council, the supervision and management of the operation and maintenance of all facilities for electric generation and distribution, street construction and maintenance, water production and distribution, sanitary sewerage collection and disposal, parks and recreation, storm sewer construction and maintenance, and of any foreman and all skilled and unskilled labor required therefor. It is the duty of the Superintendent of Public Works, on or before the first day of July in each year, to file a detailed inventory with the City Administrator of all property used and maintained for the Department, together with its projected needs for the ensuing fiscal year. It is also the duty of the Superintendent of Public works, on or before the date of the second regular Council meeting in each month, to file with the City Administrator a report as to any recommendations as to repairs or improvements he deems advisable, together with a report of the activities of his Department during the preceding month. The Superintendent shall also make and file such other reports as may be requested by the Council.
