(A) Control. All departments of the city are under the overall control of the Council. Heads of all departments are responsible to the Council and subject to its supervision and direction, except as otherwise provided herein.
(B) Appointment. Except as otherwise herein provided, all department heads and employees shall be appointed by the Mayor and the appointment confirmed by the Council. If an appointment is rejected by the Council, the same person shall not again be appointed without prior permission of the Council. All appointments shall be for an indeterminate term and subject to any applicable civil service regulations.
(C) Delegation. All appointments (except department heads and except members of the Police and Fire Departments), supervision and control provided for in this section may be delegated to the City Administrator by the Mayor and subject to Council approval and exercised by him, subject to Council scrutiny, direction, and review on appeal as provided for herein. The delegation of authority may be revoked by the Council at any time and with or without cause.
(D) Compensation. All wages and salaries shall be fixed and determined by the Council.
