§ 32.01 BOARDS AND COMMISSIONS GENERALLY.
   (A)   Appointments. All board and commission appointments authorized by ordinance or resolution shall be made by the Mayor and be confirmed by the Council at the first regular Council meeting in January each year.
   (B)   Term. The term of each appointee shall be for 4 years, and each new appointee shall assume office on February 1, January 31 being the date of expiration of terms. Terms shall be “staggered” so that the terms of no more than one-half of the members of any board or commission expire in the same year, and the terms of present board and commission members may be reestablished and changes so as to give effect to this division.
   (C)   Vacancies. All vacancies shall be filled in the same manner as for an expired term, but the appointment shall be effective immediately when made and only for the unexpired term.
   (D)   Remuneration. All appointed board and commission members shall serve without remuneration, but may be reimbursed for out-of-pocket expenses incurred in performance of their duties when the expenses are authorized by the Council before they are incurred.
   (E)   Officers. A Chairperson and Secretary shall be chosen from and by the board or commission membership at its first regular meeting in December of each year to serve for the next calendar year.
   (F)   Removal. Any board or commission member may be removed by the Council for misfeasance, malfeasance or nonfeasance in office and his or her position filled as any other vacancy.
   (G)   Meetings. Each board or commission shall hold its regular meetings at a time established and approved by the Council.
   (H)   Membership.
      (1)   Members of each board or commission must be residents of the city, except that two members of the Airport Commission and one member of each other board or commission may be a nonresident if the Council finds:
         (a)   That proximity to the city of the nonresident member’s residence is such as will enable regular attendance at meetings of the board or commission; and
         (b)   That it is in the best interests of the city.
      (2)   One member shall be an Alderperson or the Mayor appointed for a term established by the Council at the time of the appointment, but not to extend beyond the end of the term being served by the Alderperson or the Mayor.
      (3)   No appointed board or commission member shall be an employee of the city except those who are members by virtue of their office.

   (I)   Exception. The provisions of this section shall not apply to the Municipal Housing and Redevelopment Authority which shall be governed by Minnesota Statutes.
