§ 31.03 CITY ADMINISTRATOR.
   The Council delegates to the City Administrator general supervisory control over all departments and employees with managerial and operational authority and responsibility during such times as the Council is not in regular or special session; provided, that the Council may reverse, modify or otherwise revise action taken by the City Administrator during the period of authority and subject to its authority to revoke any delegated power at any time. The City Administrator shall assist the board chairperson in personal liaison work with the Council. The City Administrator shall act as City Clerk and City Treasurer where statutory reference is made to these positions.
