§ 30.05 COUNCIL PROCEDURE AT MEETINGS.
   (A)   The City Administrator shall prepare the following items:
      (1)   An agenda for the forthcoming meeting;
      (2)   A statement showing the condition of each fund as of the close of business of the preceding month;
      (3)   A compiled list of all claimants who have filed verified accounts claiming payment for goods or services rendered the city during the preceding month, the list to be called the “Claim Report” and bearing headings “Claimant,” “Purpose” and “Amount”; and
      (4)   A copy of all minutes to be considered and reports of department heads.
   (B)   The City Administrator shall forthwith cause to be mailed to the Mayor and each Alderman copies of all the documents. Robert’s Rules of Order (Revised) shall govern all Council meetings as to procedural matters not set forth in the Charter or City Code. The order of business at regular meetings shall be as follows:
      (1)   Call to order;
      (2)   Roll call;
      (3)   Determination of quorum;
      (4)   Reading of minutes; (Actual reading may be waived if each member of the Council was furnished with a copy thereof as hereinbefore set forth.)
      (5)   Scheduled hearings;
      (6)   Scheduled bid lettings;
      (7)   Administrative appeals;
      (8)   Financial reports;
      (9)   Reports of boards, committees and department heads;
      (10)   Licenses and permits;
      (11)   Old business;
      (12)   New business;
      (13)   Adjournment.
   (C)   Matters inappropriate for consideration at a meeting, or not in the order specified, shall not be considered except upon a showing of good cause and unanimous adoption by the Council of a motion to suspend the rules. Filing of a separate account verification may be dispensed with by the Council if appropriately similar wording is printed near the endorsement space on the order for payment form. But all claims for payment must be filed at or before 5:00 p.m. on the Thursday preceding the Council meeting at which it is to be considered.
