During the term of a franchise, a franchisee shall pay to the franchisor annually an amount equal to 3% of the franchisee’s gross revenues derived from the operation of the cable system for the provision of video programming services. The payment shall be made to the franchisor within 30 days after the last day of franchisee’s fiscal year.
