Upon termination or forfeiture of its franchise, a franchisee shall remove its cable, wires, and appliances from the streets, alleys, and other public places within the franchise area if the City so requests. If not so removed, the City shall have the right to remove them at the cost and expense of the franchisee without any liability therefore and without any duty to account to the franchisee for the property removed.
