A franchisee shall schedule an annual conference with the franchisor in November of each year of the franchise to discuss various aspects of the cable television system and/or its franchise for both the upcoming year and the year that has just ended. The franchisor may also require a franchisee to submit plans for capital improvements and/or system upgrades up to two weeks before this yearly update.
