Whenever the franchisor shall, during the period of a franchise, undertake any public improvement or authorize any project or action for a public purpose which affects cable communications equipment, it shall provide for contractor removal or replacement, or for city utility crew removal or replacement, of the franchisee’s wires, conduits, cables, vaults, pedestals, utility holes, poles, and other fixtures and property from the area affected by the improvements or project or action for a public purpose at the franchisor’s expense upon reasonable notice to the franchisee or the undertaking of such public improvement or project or action for a public purpose by franchisor.
