The franchisee shall have the authority to promulgate such rules, regulations, terms, and conditions governing the conduct of its business as shall be reasonably necessary, to enable the franchisee to exercise its rights and performance obligations under this franchise and to assure uninterrupted service to each and all of its customers. Such rules, regulations, terms, and conditions shall not, however, be in conflict with the provisions hereof or the laws of the State of Minnesota and, to the extent set out in then-current law, shall be subject to approval by proper federal and/or state regulatory bodies.
