A potential franchisee’s technical ability, financial condition, and legal qualifications will be considered and approved by the City in a full public proceeding affording reasonable notice and a reasonable opportunity to be heard. The City will follow the process set out in M.S. § 238.081 in reviewing all applications for franchises.
