An advisory body may be appointed by the governing body of franchisor to help monitor the performance of franchisees in executing the provisions of their franchises. The advisory board may advise the City and the franchisee on topics which involve assessing Franchisee’s performance according to the terms of the franchise and make recommendations to franchisor regarding the apparent or likely need for upgrading the system to meet the current state of the art channel capacity, channels for public, government, and educations uses, access, cable-casting facilities and staff assistance available for access cable-casting, two-way capability, and the need for further service to be extended within the franchised area, based upon periodic reassessment of the communications needs of franchisor in relation to the services generally offered by the cable industry. By separate official action, the franchisor may extend or further define the activities of the Advisory Board.
