§ 117.12 REFUSAL TO PAY LEGAL FARE.
   It is unlawful:
   (A)   For any person to refuse to pay the legal fare of any taxicab licensed pursuant to this section after having hired the same; and
   (B)   For any person to hire any taxicab licensed pursuant to this section with intent to defraud the person from whom it is hired of the value of such service.
