(A) Prior to use and operation of any vehicle licensed under the provisions of this section, the owner of the vehicle, at his expense, shall cause the vehicle to be thoroughly examined and inspected by a qualified employee of an authorized service station or garage.
(1) Subsequent inspections will be required not less than once every 365 days.
(2) The intent of the inspection is to insure compliance with all applicable safety requirements of the State of Minnesota and any rules established by this Code or the City Administrator.
(3) The City may examine and inspect the vehicle in City facilities.
(4) The City Administrator may rescind the authorization to inspect of any service station or garage that does not continue to meet the minimum standards for authorization.
(B) The City Administrator shall develop and maintain a list of such authorized service stations or garages which meet minimum standards for equipment and personnel.
