For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DRIVER. Any person who drives a taxicab, whether such person be the owner of such taxicab or an employee of the owner of such taxicab.
OPERATOR. Any person owning, leasing or otherwise having control of a taxicab.
TAXICAB. Any vehicle that has a seating capacity of no more than nine passengers and is engaged in the carrying of persons for hire, whether over a fixed route or not, and whether the same be operated from a street stand or subject to calls, or otherwise be operated for hire; but the term shall not include vehicles:
(1) Subject to control and regulation by the Public Utilities Commission;
(2) Regularly used by undertakers in carrying on their business;
(3) Operated by or under contract with a school district, college, or university when carrying students; and
(4) Operated by or under contract with the Minnesota Department of Transportation.
