§ 115.31 LICENSE EXPIRATION AND RENEWAL.
   (A)   Expiration. Each license shall expire at 12:00 midnight on December 31 of each year, unless sooner revoked by the City Council, and must be renewed before operation is allowed in the following year.
   (B)   Renewal. An application for renewal must be submitted with the annual license fee to the City Administrator not later than November 1 before the license expires; and no license for which application for renewal has been timely and properly made shall be deemed to expire until the City Council has rendered its decision not to renew the license.
   (C)   Staff recommendation. Within 21 days after the filing of the application for renewal of the license, the City Administrator shall recommend to the City Council either that the license be renewed or that renewal of the license be denied.
   (D)   Public hearing for denial. No application for renewal of a license may be denied by the City Council until after a public hearing before the Council. The applicant shall be given at least 10 days written notice of the public hearing, may appear with or without counsel at the public hearing, and may present such evidence and witnesses as he or she deems appropriate.
