The annual license fee and the initial investigation fee shall be determined and fixed and may be modified and amended from time to time by resolution of the City Council.
(A) The annual license fee and the initial investigation fee shall be paid at the time that the initial application fee is filed in the office of the City Administrator.
(B) The initial application fee does not apply to applications for renewal of existing licenses.
(C) If an application is denied, the annual license fee, but not the initial investigation fee, shall be refunded to the applicant.
