§ 115.27 INVESTIGATIONS.
   (A)   All police, fire, and building code investigations shall be completed within 21 days after the filing of the application with the City Administrator; provided, that upon a showing of good cause and reasonable diligence on the part of an investigator, the city may extend the investigation period for a reasonable time. Any investigation not completed within the first allotted or reasonably extended time period shall be deemed waived.
   (B)   Access. An applicant or licensee shall permit health officials, representatives of the Police and Fire Departments, and building inspectors to inspect the licensed premises prior to initial licensing and at any time that it is occupied or open for business thereafter for the purpose of ensuring compliance with the law.
   (C)   Refusal to permit inspection. It is unlawful for any person who operates an adult oriented business, or for his or her agent or employee, to refuse to permit a lawful inspection of the licensed premises by health officials, representatives of the Police and Fire Departments, and building inspectors at any time that it is occupied or open for business. In addition to criminal sanctions and penalties, refusal to permit inspections may result in the suspension of the license.
