§ 115.22 OPERATION.
   The following rules of operation apply to each adult oriented business in the city.
   (A)   Off-site viewing prohibited. The business shall prevent off-site viewing of any of its merchandise that if viewed by a minor would be in violation of M.S. Ch. 617, as it may be amended from time to time, or other applicable federal or state statutes or local ordinances.
   (B)   Entrances. Except for emergency fire exits that are not useable by patrons to enter the business, all entrances shall be visible from a public right-of-way.
   (C)   Physical layout. Display areas shall be designed and laid out so that the management of the establishment and any law enforcement personnel inside the store can observe all patrons while they have access to any merchandise offered for sale or viewing, including but not limited to books, magazines, photographs, video tapes, or any other material; and each booth, room, or cubicle for the private viewing of any adult entertainment (“booth”) shall be constructed and operated as follows.
      (1)   The booth shall be totally accessible to and from aisles and public areas; shall be unobstructed by any door, lock, or other control-type devices; shall be separated by a wall from any adjacent booth or non-public areas; and shall have at least one side totally open to a public, lighted aisle so that there is an unobstructed view at all times of anyone occupying the area.
      (2)   All walls shall be solid and without any openings; shall extend from the floor to a height of not less than 7 feet above the floor; and shall be light-colored, non-absorbent, smooth textured, and easily cleanable.
      (3)   The floor must be light-colored, non-absorbent, smooth textured, and easily cleanable.
      (4)   The lighting level of the booth when not in use shall be a minimum of 10 foot candles at all times, as measured from the floor.
      (5)   Only one individual can occupy a single booth at any time.
      (6)   No occupant of a booth shall engage in any type of sexual activity in, cause any bodily discharge in, litter in, damage, or deface the booth.
   (D)   Illumination. The interior and exterior of the premises shall be adequately illuminated so as allow for easy observation of the location and activities of all persons on the premises.
   (E)   Signs. Signs for the business shall not contain any representational depiction of an adult nature or graphic descriptions of the adult theme of the operation and shall otherwise comply with all other ordinances and regulations affecting signs generally.
