Except as specifically provided in this chapter:
(A) No person shall erect, convert, enlarge, reconstruct, or alter any structure, and no person shall use any structure or land for any purpose or in any manner that is not in conformity with this chapter.
(B) It is unlawful for any person to operate an adult oriented business or to engage in or about the business premises in any activity or conduct or to permit any other person to engage in or about the business premises in any activity or conduct that is prohibited by any ordinance of the city or by the laws of the state of the United States of America.
(C) Nothing in this chapter shall be construed as authorizing or permitting conduct that is prohibited or regulated by other statutes or ordinances, including but not limited to statutes or ordinances prohibiting the exhibition, sale, or distribution of obscene material generally, or the exhibition, sale, or distribution of specified materials to minors.
