Application and licensing fees shall be in such amounts as may be fixed by resolution of the Council from time to time and shall be paid at the time the application is filed. The application fee is intended to defray costs of investigating and verifying matters set forth in the application and is nonrefundable. The license fee will be refunded if the license is not granted.
