No license shall be issued unless and until:
(A) There has been full compliance with all applicable statutes and administrative regulations of the state and federal governments;
(B) The premises upon which the junk yard is maintained shall be screened from the public view by a fence, trees or shrubbery of at least 8-foot height at maturity, or an appropriate structure so as to conceal it effectively from view from the street.
