§ 112.04 ACTION ON APPLICATION.
   Upon receipt of an application for a junk yard license, the City Administrator shall, with the Chief of Police and the Chief of the Fire Department, inspect the premises for which a license is sought to determine if the applicant has complied with the requirements of this chapter, such regulations as the Council or its delegate may from time to time adopt, and applicable state and federal statutes and administrative regulations. Thereafter the City Administrator shall refer the application to the Planning Commission with the recommendation of his or her committee whether a license should issue. The Planning Commission shall consider the application and forward it to the Council with its recommendation whether a license should issue. The Planning Commission, before acting on the application, may conduct the investigation and hold the hearings it deems appropriate. Following action by the Planning Commission the application shall be considered and passed upon the Council and upon approval the City Administrator shall issue the license.
