No license shall be required for any amusement arcade that is contained within the confines of the following that are otherwise licensed:
(A) A restaurant that is licensed by the Department of Health and has a capacity to seat 20 or more people,
(B) An establishment licensed for the on-sale or off-sale of alcoholic beverages, or
(C) A temporary carnival or fair which has been granted a license or interim or conditional use permit pursuant to this code.
