§ 110.28 SIDEWALK DISPLAYS; PERMITS.
   (A)   It is unlawful to display merchandise on or to otherwise obstruct a public sidewalk:
      (1)   Without a permit therefor issued by the City;
      (2)   Except in strict compliance with all conditions (if any) placed on a permit by the Council;
      (3)   Without payment of a permit fee in such amount as may be fixed by ordinance or by resolution of the Council from time to time; and
      (4)   Without maintaining in force a policy of public liability insurance in such amount as may be required by resolution of the Council and on which the City is a named insured.
   (B)   The Council may, by resolution, waive any or all of the requirements of this section, in which case the resolution shall specify the requirement(s) waived and the period of time during which the waiver(s) shall be in effect.
