(A) Statutes adopted by reference. M.S. § 325J, as it may be amended from time to time, relating to regulation of pawnbrokers, one copy of which is on file in the office of the City Administrator, is adopted by reference.
(B) License required. It is unlawful for any person to engage in the business of pawnbroker without a license therefor from the city.
(C) Persons disqualified. No license under this section may be issued or renewed to a person who:
(1) Is a minor;
(2) Has been convicted of any crime related to the occupation of pawnbroker;
(3) Is not of good moral character or repute; or
(4) Is not a citizen of the United States.
