§ 97.15 APPEALS.
   (A)   Any person aggrieved by any action taken pursuant to this chapter by an employee or agent of the City may appeal to the City Council.
   (B)   The appeal must be in writing, must be addressed to the City Council, must describe with particularity the action from which the appeal is taken and must be filed with the City Administrator within 20 days from the date of the action appealed.
   (C)   The City Council, on notice to the appellant and opportunity to be heard, shall hear, consider and act upon the appeal within 30 days of the date of filing of the written notice of appeal and shall issue its written order of decision within ten days thereafter.
