Except when specially permitted by the City Council:
(A) No person shall encumber any street or sidewalk.
(B) It is unlawful for an owner, occupant, or person having the care of any building or lot of land, bordering on any street or sidewalk:
(1) To permit it to be encumbered with barrels, boxes, cans, articles, or substances of any kind, so as to interfere with the free and unobstructed use thereof; or
(2) To permit to be placed or deposited thereon any snow, ice, dirt, grass, leaves, branches, other vegetable matter, or refuse without adequate arrangements for the immediate removal thereof.
