§ 95.03 FEASIBLE ALTERNATIVES.
   (A)   Notwithstanding other provisions of this subchapter, before the city trims or fells and removes any tree it shall:
      (1)   Attempt to obtain the consent of the landowner; and
      (2)   Absent such consent, determine whether it is feasible to reroute the affected municipal utility line(s) as an alternative to the trimming or felling and removal. If a feasible alternative exists, the city shall act upon the alternative.
   (B)   If requested by the landowner, in writing, the Council shall review a determination that it is not feasible to reroute an affected line; and the subject tree shall not be trimmed or felled until the Council

has reviewed and determined the matter.
