§ 93.13 BASIC CARE.

The owner or keeper of an animal shall provide to it kind treatment, housing in the winter, overhead protection in the summer, and sufficient food and water for its good health and comfort. Any person not treating their pet in a humane manner will be subject to the penalties provided in this chapter.
