Notwithstanding other provisions of the City Code to the contrary, tires may be used, kept, and maintained as recreational devices as follows with the permission of the owner(s) of the grounds:
(A) As permanent playground equipment on public grounds;
(B) As sports training equipment on public athletic fields;
(C) As swings and sandboxes on private residential lots; provided
(1) That no more than 2 swings and 1 sandbox are permitted on any lot; and
(2) That each tire swing must have a drainage hole at least 3/4" in diameter at a point nearest the ground.
