§ 72.11 SNOW EMERGENCY PARKING.
   (A)   Snow emergency routes. The Council may by resolution designate streets within the city to be “snow emergency routes.” On each street so designated, the Superintendent of Streets shall erect appropriate signs. The signs shall bear the words “Snow Emergency Route,” shall be distinctive and uniform in appearance, and shall be visible to persons traveling along the route.
   (B)   Snow emergencies.
      (1)   Whenever the Superintendent of Streets determines that existing or forecasted weather conditions require that snow plowing or ice treatment be carried out, he or she shall:
         (a)   Declare that a snow emergency exists;
         (b)   Put into effect the emergency parking restrictions established by this section;
         (c)   Publicly announce the declaration by means of broadcasts or telecasts from radio stations with a normal operating range covering the city; and
         (d)   Cause the declaration to be further announced in newspapers of general circulation that he or she deems appropriate under the circumstances then existing.

      (2)   All such snow emergencies shall be declared by 5:00 p.m. to commence at 1:00 a.m. of the day next following the declaration.
      (3)   The snow emergency ends as to any street::
         (a)   When that street has been plowed from curb to curb; or
         (b)   When the Superintendent of Streets or City Administrator declares that the snow emergency has terminated, whichever occurs earlier.
   (C)   Prohibitions. Except when necessary to comply with the specific directions of a police officer, it is unlawful for any person to park or leave standing any vehicle upon any street:
      (1)   During a snow emergency;
      (2)   Contrary to the directions designated on signs posted by the Superintendent of Streets; (Ord. 72, 5th Series, eff. 11-1-1996)
      (3)   On any other north-south street within the second 24 hours following the declaration of the emergency;
      (4)   On any other street contrary to the directions designated on signs posted by the Superintendent of Streets. (Ord. 9, 5th Series, eff. 12-27-1990)
