Unmetered service at a duly adopted rate may be provided for construction, flooding skating rinks, and any other purpose. Where it is difficult or impossible to accurately measure the amount of water taken, unmetered service may be provided, the volume of water taken shall be estimated by the city and the consumer shall pay for the estimated volume at the unmetered rate
