It is unlawful for any person:
(A) To open, to attempt to draw water from, or to otherwise interfere with any fire hydrant; provided, that this prohibition shall not apply to members of the Fire Department or others duly authorized by the city if they are pursuing a lawful purpose; or
(B) To deliver a hydrant key or wrench, or to suffer such to be delivered, to any person except for purposes strictly pertaining to their lawful use.
