§ 53.02 MAINTENANCE OF SERVICE LINES AND REPAIR OF LEAKS.
   (A)   The property owner:
      (1)    Is responsible for maintaining in good repair, meters, curb stops, service lines, pipes and corporation stop, from the water main to the point of metering;
      (2)   Shall promptly repair any leaks or defects of which the owner is given notice by the City; and
      (3)   Is responsible for payment of, and shall promptly pay, all costs for maintenance and abandonment of water service lines, including the corporation.
   (B)   If leaks or defects are detected, the City shall give by delivery to the owner or by posting conspicuously on the property written notice of:
      (1)   Whether the leak is major and severe (likely to result in excessive loss of water or damage to property): and
      (2)   Whether repairs must be made within 24 hours for major and severe leaks or within ten days other leaks after service or posting of the notice.
   (C)   If the City gives notice of a leak and the owner fails to make repairs within the time allowed, then the City may terminate service, cause repairs to be made immediately, and bill the costs thereof to the owner.
   (D)   If the City causes repairs to be made, service shall not be turned on or restored until all costs of the repairs are paid to the City or suitable arrangements for payment are made with the City.
   (E)   If repairs or replacements are necessary between the main and the curb box at a location where the street is paved, the City at is expense shall remove and, after necessary repairs are made to the water service, replace the subsurface road materials and paving along with curb replacement.
   (F)   All construction for repairs and replacement shall conform to the State Plumbing Code and all other requirements of the City.
