(A) Ownership of recyclable materials placed for collection pursuant to this subchapter shall be vested in the collector designated by the Council.
(B) It is unlawful for any person other than the city-designated collector to take or collect any recyclable materials placed for collection.
(C) Nothing in this section shall preclude a person from disposing of recyclable materials with commercial recyclers or salvage yards or with non-profit organizations, school groups, service clubs, or others who conduct recycling drives for the purpose of community clean-up or organizational fundraisers.
