(A) All municipal utilities shall be billed in monthly installments, on or before the first day of the month following reading of any meter read during the month. All utilities charges shall be delinquent if they are unpaid at the close of business on the fifteenth day of the month following the billing; provided, that if the fifteenth day of the month shall fall on a Saturday, Sunday or legal holiday, the time shall be extended to the close of business on the next succeeding day on which business is normally transacted. A penalty shall be added to, and become part of, all delinquent utility bills. If any bill is not paid in full on or before the fifteenth day of the month following the date upon which it became delinquent, municipal utilities may, at the option of the city, be suspended to the consumer whose bill is so delinquent in accordance with § 50.04. If service is suspended due to delinquency, it shall not be restored at that location until a reconnection charge for each utility reconnected and all amounts owed for service and penalties have been paid.
(B) Recalculation of charges.
(1) If a property owner or person responsible for paying sanitary sewer charges incurred herein, questions the correctness of any such charges, that person may have the determination of the charge recomputed within three months of the bill.
(2) The property owner or person responsible for paying sanitary sewer charges may submit a written request to City Hall for a recomputation of charges due to a significant deviation in water usage. After consideration of the facts and circumstances of the request, the City Council, upon the recommendation of the Public Utilities Commission, may reduce the sanitary sewer charges for one billing cycle to that person's monthly average for the preceding 12 month period, provided the cause of the deviation has been corrected and did not result in excess use of the sanitary sewer. The reduction shall be credited to the customer's next utility bill. The customer shall provide proof that the problem has been corrected (i.e.- receipt, invoice, etc.) The customer may enter into a reasonable payment plan with the city in the event the customer is not eligible for a reduction in the sanitary sewer charge for a significant deviation in water usage and has corrected the cause of the problem. Late charges shall still apply. For purposes of this division, a "significant deviation" is defined as an increase in charges equal to or greater than a 150% increase in the person's average monthly sanitary sewer charge for the preceding 12 month period.
