(A) Prohibition. No person may, directly or indirectly, feed cats, provide them with shelter, or do any act which would tend to encourage cats to reside in or to frequent the Central Business (“CB”) District, as defined by the city Official Zoning Map. Violation of this section shall be a petty misdemeanor punishable as provided in § 10.99.
(B) Exceptions. This prohibition shall not apply to:
(1) Veterinarians, animal control officials of the city or county, state or federal game officials who in the course of their duties have cats in custody or under their management; or
(2) Persons authorized by the city to implement a cat management program with prior approval by the City Council.
