Sec. 12.13. Change of fiscal year.
   The council shall make a resolution setting forth the fiscal year change and the means by which such change shall be accomplished. It may lengthen or shorten the then current fiscal year at the time of adoption of this charter. The council shall make such change as soon and orderly as in its discretion it considers safe and efficient.
