(A) The general budget including salary and expenses shall be set by the Quorum Court based on recommendations of the County Public Defender Committee. Monies for the Public Defender budget shall be placed in a separate fund maintained by the County Treasurer as the Public Defender Fund. Those monies shall consist of part of the money presently held by the County Treasurer in the Indigent Defense Fund. In addition the monies collected under the provisions of division (B) of this section shall be placed in the Public Defender Fund for the use and benefit of the Office of Public Defender.
(B) In order to fund the Office of Public Defender there is hereby levied an additional court cost of $15 to be assessed against and collected from each defendant upon each judgment of conviction, plea of guilty or nolo contendere, or forfeiture for failure to appear in felony and misdemeanor cases, excluding nonmoving traffic violations, in all courts within the county including the Circuit Court of the county, the Municipal Court for the City of Newport, Arkansas, the City Courts of Tuckerman, Swifton, and Diaz, and any other courts established pursuant to the laws of the State of Arkansas.
